Planning Process Update: September 2021
A full draft of the Chelsea Commons Small Area Plan has been prepared, following months of feedback and analyses. The Plan envisions the Chelsea Commons area as an exceptional neighborhood in which to live, work and play. It combines a varied mix of commercial services, residential living opportunities, and public open space amenities. Chelsea Commons is centered on a significant recreational water feature and surrounded by a series of interconnected public spaces for discovery. Chelsea Commons will be a magnet for the Monticello community and beyond.
The Plan is designed to inspire exceptional private development that values and builds on the area’s distinctive public areas. On Monday, September 27, residents, and stakeholders have an opportunity for public input on the Small Area Plan. The Planning Commission will hold a continued public hearing on the Plan at 4:30 p.m. You can view the full plan on our website and participate in suggesting a name for the area. Following the public hearing, the Planning Commission will make a recommendation on whether the City should adopt the Plan. The Commission’s recommendation will be sent forward that same evening to the City Council for review and decision.
Planning Process Update: August 2021
A joint workshop of the City Council, Planning Commission and Parks, Arts & Recreation Commission was held on Thursday, August 5. The attendees heard detailed information regarding the project’s evolving concept layout, transportation alternatives, stormwater and water management, and financial impact. The workshop served as an opportunity for the boards to provide feedback prior to presentation of a final Small Area Plan for public hearing. A public hearing is tentatively scheduled for Tuesday, September 7.
Chelsea Commons is an exciting planning project that will introduce a guide plan, known as a Small Area Plan, for a unique, nearly 100 acre area located in the center of Monticello.

A joint workshop of the City Council, Planning Commission, EDA and PARC was held on May 4, 2021. The boards received an update on the current direction of the concept plan effort. They were asked to provide feedback on desired plan elements including water quality, public spaces, land use, and architecture. The groups also participated in the first step of the project’s naming process. During a workshop on March 8, 2021, city board members and property owners in the Chelsea Commons area provided feedback on initial concepts and elements for the area.
